Not 14 inches
The outer dimension is 13 5/8 and the inner dimension is 12 inches. Works for my purposes. Smooth connection point.

Great quality
This is nice and light, great to start out with.Also great quality, I have had this for sometime now before writing this review and its still in great shape.Anyone starting to learn Wing chun should get one, but its also go for training on the go or away from home, since most metal rattan rings are heavy.
