Q: Will this work on tempered glass windows that are tinted?

I don't see why not. The side and rear windows on your car are tempered glass. But you'll have to determine if the "glass" is tinted or if the tint is a "coating".

Q: Can this be used to remove scuffed sanded down black glass cooktop?

You may want to buff with a bit larger grit first, as this stuff is not cheap. I polish stones, so it should work fine on glass. Just use sparingly.
