5v dc is required to operate board but u can also apply 9v/12v dc voltage bcz our board have voltage regulator which provide only 5v to board after apply adapter

Q: Can we also program 8051 with this usb isp programmer?

No sir, this programmer only to programm avr series...We have another programmer which program both 8051 & avr

Q: Whether we can programme atmega16 or not

Obviously you can ,you can also replace the atmega16 with atmega32 and program it too
